City of Oakland Pledges to Fund College for Low-Income Students

Oakland will launch a citywide effort Thursday to triple the number of college graduates coming out of public schools, an ambitious and expensive “cradle to career” plan that aims to reverse cycles of poverty and hopelessness by raising expectations that all children can thrive in school.
The centerpiece of the Oakland Promise initiative is an infusion of grants, ranging from $500 college savings accounts for children born into poverty to college scholarships of up to $16,000 for low-income students. The money is intended to provide both real and symbolic support, signaling to kids and their families that there’s an investment in their future.
According to officials, who have spent six months developing the initiative and will announce the details Thursday at Oakland High School, it will cost $38 million to ramp up the program over the first four years and up to $35 million annually to sustain it. The money is coming from sources including foundations, philanthropists, the city and the school district.
The effort is something of an experiment, because no other place in the country has this kind of comprehensive, long-term strategy to send more kids to college, city officials said. But the need is great in Oakland, where 10 percent of the city’s public-school ninth graders graduate college.
“Yes, this initiative is ambitious,” said Mayor Libby Schaaf. “All my life I’ve seen this as the one thing that has held Oakland back.”
Over the next 10 years, officials said, Oakland Promise plans to open 55,000 college savings accounts, provide $100 million in college scholarships and serve 200,000 students and families. Every City Council and school board member has endorsed it, as have 100 community organizations, two dozen university officials and 200 leaders including the Rev. Jesse Jackson and Lt. Gov. Gavin Newsom.
$25 million raised
While sustained funding is the central challenge, Oakland officials say they raised $25 million to launch the effort. The school district is expected to cover $1 million annually, and the city has committed $150,000, a number that may increase now that the initiative has begun, officials said.
The East Bay College Fund plans to contribute $1.5 million per year, while Kaiser Permanente and Pacific Gas and Electric Co. are giving $3 million and $1 million, respectively, to start up the program. Organizers will need $18 million more to cover the costs through 2020, an amount they say is reachable.
“It will be on us to make the case that eventually this would be one of the smartest public investments that any city could make,” Schaaf said.

Three African Americans Among the Top 10 Most Influential Scholars in Education

Education Week recently published the Rick Hess Straight Up Edu-Scholar Public Influence Rankings. The rankings list the 200 university-based education scholars who had the biggest influence on the nation’s education discourse last year. The scholars are ranked in eight categories including Google Scholar ratings, mentions in major newspapers, books published and their rankings on Amazon.com, Twitter scores, and mentions in the Congressional Record. The rankings are calculated by scholars at the American Enterprise Institute.
Three of the top 10 influential educators are African Americans, including the highest ranked education scholar in the nation.

Ducommun Professor of Education Emerita at Stanford University where she is faculty director of the Stanford Center for Opportunity Policy in Education. She is a former president of the American Educational Research Association. Her most recent books are Getting Teacher Evaluation Right: What Really Matters for Effectiveness and Improvement (Teachers College Press, 2013) and Beyond the Bubble Test: How Performance Assessments Support 21st Century Learning (Jossey-Bass, 2014). Dr. Darling Hammond is a magna cum laude graduate of Yale University and hold a doctorate in urban education from Temple University in Philadelphia.

Professor Ladson-Billings is a past president of the American Educational Research Association. Dr. Ladson-Billings is the author of Beyond the Big House: African American Educators on Teacher Education (Teachers College Press, 2005) and The Dreamkeepers: Successful Teachers of African American Children (Jossey-Bass, 2005).

Marley Dias, 11, Launches Social Action Campaign to Collect #1000BlackGirlBooks

In the past year, Philadelphia native Marley Dias has successfully written a proposal for (and received) a Disney Friends for Change grant, served food to orphans in Ghana and recently launched a book club.
Dias is 11 years old.
“I’m hoping to show that other girls can do this as well,” Dias told PhillyVoice. “I used the resources I was given, and I want people to pass that down and use the things they’re given to create more social action projects — and do it just for fun, and not make it feel like a chore.”
Dias’ latest social action project is the #1000BlackGirlBooks book drive. Frustrated with many of the books she’s assigned in school, she confessed to her mother during dinner one night that she was unhappy with how monochromatic so many stories felt.
“I told her I was sick of reading about white boys and dogs,” Dias said, pointing specifically to “Where the Red Fern Grows” and the “Shiloh” series. “‘What are you going to do about it?’ [my mom] asked. And I told her I was going to start a book drive, and a specific book drive, where black girls are the main characters in the book and not background characters or minor characters.”
So far, she said, she’s collected about 400 books — nearly halfway to her goal of 1,000 by Feb. 1. The project is part of an annual social action effort she makes as part of the Philadelphia-founded GrassROOTS Community Foundation Super Camp for young girls, designed to empower and improve the health of ‘impoverished’ girls middle-school-aged and younger. Dias’ mother, Janice, cofounded the organization seven years ago with lead MC of The Roots, Tariq Trotter (aka Black Thought).

Janice, who grew up in Jamaica, calls watching her daughter grow up with such an investment in giving back a surreal experience. She further explained that her daughter’s “#1000BlackGirlBooks” project has been eye-opening even for her.
“I didn’t need identification, or I didn’t desire it because I grew up in an all-black country,” Janice told PhillyVoice. “She’s not growing up in an all-black country; she’s growing up in a fairly white suburb, in a country that only has 12.6 percent of blacks. For her, identification is a bigger deal. … For young black girls in the U.S., context is really important for them — to see themselves and have stories that reflect experiences that are closer to what they have or their friends have.
“And it doesn’t have to be the only thing they get, but the absence of it is clearly quite noticeable.”
The two just wrapped up a book drive at Lingelbach Elementary School in Germantown but are still on their way to hitting the 1,000-book mark. By the end of the drive, they’ll put together a reference guide that compiles the book titles, authors and age groups. Books collected will be donated to a low-resources library in St. Mary, Jamaica, where Janice grew up — in the spirit of giving back to their roots.
And in case you’re wondering what Dias wants to be when she grows up:
“I want to be a magazine editor for my own magazine,” she explained, without hesitation. “And I’d also like to continue social action. For the rest of my life.”

At 22, Jalaal Hayes Becomes Delaware State University's Youngest Doctoral Graduate

Delaware State University made history during its Dec. 20 Commencement Ceremony when it conferred a Ph.D. degree to its youngest-ever doctoral candidate.
Dr. Jalaal A. Hayes, a 22-year-old resident of Philadelphia, Pa., proudly received a Doctor of Philosophy degree in Applied Chemistry. In June 2015 he successfully defended his dissertation, entitled “Thermodynami and Kinetic Studies of Alkali Metal Doped-Lithium Amide-Magnesium Hydride Hydrogen Storage System.”
Dr. Hayes graduated from high school seven years ago in 2008 at the age of 15. He then earned bachelor’s degrees in History and General Science, graduating cum laude at age 18 in 2011 (within three years) at his parents’ undergraduate alma mater, Lincoln University in Pennsylvania.
While completing his doctorate at DSU, he lectured in Tuscany, Italy and Easton, Massachusetts as a Carl Storm Fellow while authoring several peer-reviewed journal articles and served on a team that obtained a United States patent for hydrogen research.
He completed a 2008 summer research internship at Howard University/NASA undergraduate Research Center before being enrolled in DSU’s graduate program in Applied Chemistry, where he worked with his advisor Dr. Andrew Goudy, professor of chemistry, in the Center for Hydrogen Storage Research.
While at DSU, he tutored students and was a member of the National Chemistry Honor Society, Gamma Sigma Epsilon, and served as the chapters’ parliamentarian.
His parents are librarians who model academic achievement; his mother is the recent School Librarian of the Year in Philadelphia and serves as a high school librarian, and his father serves as the Interim Dean of Library Services at the University of Maryland Eastern Shore in Princess Anne, Maryland.
Dr. Hayes recently reflected on his unique educational accomplishments when he met the Rev. Bernice King (Rev. Dr. Martin Luther and Coretta Scott King’s youngest daughter) at Zion Baptist Church in Philadelphia. She asked him about his achievement and opportunities to which he shared with her, “my family and community set high expectations for me and I simply strived to meet those expectations; for I strive to model “to whom much is given, much is expected.”

New Pitzer College President Melvin L. Oliver is 1st African American to Lead a Claremont Undergrad Campus

But Melvin L. Oliver rose to become an award-winning University of California professor, researcher, author and administrator noted for championing campus racial diversity. Now he will become the sixth president of Pitzer College — and the first African American to lead one of the five undergraduate Claremont Colleges, officials announced Wednesday.
Oliver, 65, will assume office July 1 at a time of national campus unrest over racial, ethnic and gender equity, including protests that forced out the dean of students at nearby Claremont McKenna College last year. Pitzer student activists have also asked for steps to increase campus diversity.
Oliver, who has tackled racial and economic inequality with both research and practical initiatives during three decades at UCLA and UC Santa Barbara, along with a stint at the Ford Foundation, said he would seek to address those concerns as one of his top priorities.
“I want to deepen the commitment of Pitzer to recruiting, supporting and graduating those students [of color] because I think it’s an exceptional education and I want it to be available to as many of them as possible,” he said in an interview.

Joseph Danquah, Winner of 2015 Sloan Award, Embraces Unique Approaches to Teaching Math

“I don’t know anything else that would be as fulfilling as this,” says Joseph Danquah of his teaching career. Danquah teaches Advanced Placement Calculus AB and BC, integrated algebra, pre-calculus, and geometry at Bard High School Early College in New York. He is one of two African teachers to win a 2015 Sloan Award for Excellence in Teaching Science and Mathematics.

The Sloan Award is just one validation of Danquah’s effectiveness as a teacher, although his career choice at first displeased his father.
“My dad never thought of teaching as a career for me. He thought I could do more,” the 36-year-old Danquah says.
The New York City high school math teacher had originally planned to become an academic. “I developed a passion for mathematics and seemed to be able to help my peers, which I always enjoyed. The dream was to get a doctorate and teach in a university somewhere.”
But the dream was shattered when his family learned that his younger brother was autistic. His mother left her job to become her son’s full-time caregiver, so Danquah left school where he was earning a Ph.D. and went home to help her.
He became a high school teacher at DeWitt Clinton, the school he’d attended for one year after arriving in the United States from Ghana when he was nearly 18. “I was lucky enough to meet some of the teachers who had left an impact on me,” he says.
The award-winning teacher, also a Master Teacher Fellow with Math for America, says that math was not always his strong suit. He approached the subject in unorthodox ways that his teachers frowned upon. Instead of attempting to understand how his mind worked, his teachers discouraged him, shutting down his unique approach. He struggled to adapt, and eventually used drawing as a way to grasp what he was being taught.
“I was thinking about it spatially and so I started to draw. I couldn’t think in the way my earlier teachers wanted me to think. I didn’t even know I could draw. But that was the way I understood math.”
Because of his own struggles, Danquah is sensitive to students who approach math in unusual ways. “I try to make it easy for them to be themselves.”

Michelle King Named New Superintendent of Los Angeles Unified School District

The Los Angeles Board of Education on Monday named Deputy Supt. Michelle King as superintendent, ending a high-stakes search to fill a challenging and hard-to-fill job at a seminal time in California’s largest school system.
King, 54, was considered a reliable choice because she came up through the system. But some district observers voiced surpise at her selection after the board sent a prominent head-hunting firm on a months-long nationwide quest to recruit potential leaders, including those outside the field of education.
King, formerly a respected high school principal, has cultivated a low profile as a senior administrator, keeping her views on where she would like to take Los Angeles Unified a mystery, as is protocol for leaders within the $7-billion bureaucracy.
But board members said that she impressed them in their long interviews behind closed doors. They said they appreciated her knowledge of L.A. Unified, which, they concluded, would allow her to tackle the school system’s problems without delay.
The board’s decision comes at the end of a five-month process spurred by the departure of Supt. Ramon C. Cortines, whose retirement took effect Jan. 2.
In recent years the district has suffered from inconsistent direction as political factions have battled for control in the nation’s most costly school board elections. These power shifts have contributed to turnover — eight superintendents over the last 20 years — and have made deft political skills an essential quality for the schools chief.
“The district needs a strong diplomat but also someone who will burrow into the classroom and regain the momentum on student achievement,” said Bruce Fuller, professor of education and public policy at UC Berkeley.

The new leader will need to confront lagging student achievement and declining enrollment. Even without political turmoil, the job is complex. L.A. Unified draws students from 28 cities and unincorporated areas, including wealthy and low-income neighborhoods. Nearly three in four students are Latino; most are from low-income families; students come from homes that speak more than 90 native languages and many are learning to speak English.

11 Year-Old College Freshman Carson Huey-You Studies Quantum Physics at Texas Christian University

In this day and age, 11-year olds don’t usually go to college.  But it’s those who break the rules that get the most recognition.
Carson Huey-You is amazing and brilliant.  The young prodigy was accepted to Texas Christian University at the age of 10, where he chose to study the difficult field of Quantum Physics.  In case you’ve never heard of Quantum Physics, it is defined as:  The study of the behavior of matter and energy at the molecular, atomic, nuclear, and even smaller microscopic levels.
The young student speaks Mandarin Chinese fluently, and got 1770 on his SAT.  He is also a very good piano player, among other things.   He was so young that he wasn’t able to actually apply to the school online.  It turns out that the software would not allow applicants to state that they were born in the year 2002.
The child is expected to be a college graduate by the age of 16, which would make him a year younger than the youngest graduate the school has ever had. ‘‘I’m taking calculus, physics, history and religion. Those are my four classes,’ Huey-You told CBS DFW.

This is not the first time that young Carson showed such promise.  He was reading by the age of 1 and doing pre-algebra by the age of 5, according to his parents.
“He’s definitely very talented and also he’s very serious about his work and he really enjoys it.  And that’s the best that a professor can hope for his students, right?’ Associate math professor Qao Zhang said to CBS DFW.
Carson says that his first week of college was “overwhelming, but exciting and fun.”
In the spirit of family learning and growth, Carson’s mother expects to join him on campus to get education of her own.  Claretta Huey-You says that she herself is planning on going back to school to study nursing.   Additionally, his brother is expected to finish high school by the age of 13.

Homeless Kansas Man Joshua Woods Beats the Odds and Graduates College

A Kansas man overcame the odds to graduate college.
Joshua Woods said he never believed he would attain his dreams, but that all changed when he graduated from Wichita State in December. That’s because Woods was homeless and lived on his sister’s floor.
Woods’ parents had both died and he was ready to give up. Instead, he used his last $30 to apply to Wichita State and was accepted.  “I was disappointed. Mostly in myself but also at life. I felt like I wasn’t dealt a good hand to begin with. I was in foster care. My father passed away when I was 16. I was the only kid on my block with no guardian.”
He worked his way through college, which included working overnight at a grocery store. In the mornings, he would run five miles to school because he had no vehicle.  “It was hard to hold my tears as I walked across that stage,” Woods said. “To be considered stupid all your life and you graduate from college with a bachelor’s degree… I don’t know about anyone else, but it was a triumph for me.”
Woods graduated with a communications degree and hopes to pursue a career in journalism.

Tuskegee University Scientist Dr. Hadiyah-Nicole Green Garners $1.1M Cancer Research Grant

When Dr. Hadiyah-Nicole Green receives invitations to be a guest speaker for professional groups, schools and nonprofit organizations, she almost never turns them down.
“Usually if there is an invitation to speak at a forum like that, I accept it because I feel like it’s a responsibility,” she said. “There are so few of us (black women in STEM fields) I don’t feel like I have the luxury to say I’m too busy.”
By many measures, Green has been extremely busy. One of fewer than 100 black female physicists in the country, she recently won a $1.1 million grant to further develop her patent-pending technology for using laser-activated nanoparticles to treat cancer.
Green earned her master’s and Ph.D degrees at the University of Alabama at Birmingham, and is now is an assistant professor in the physics department at Tuskegee University.
Green’s personal history with cancer fuels her drive to find a way to treat it. She grew up in St. Louis and – after the death of her mother and father – was raised by her aunt and uncle, General Lee Smith and his wife, Ora Lee.
When Ora Lee was diagnosed with cancer, “She refused the treatment because she didn’t want to experience the side effects,” said Green. “It was heartbreaking, but I could appreciate she wanted to die on her own terms.  “Three months later, my uncle was diagnosed with cancer.”
Green took time off from school to help him through chemotherapy and radiation treatments. “I saw first-hand how devastating it was, and I could understand why my aunt didn’t want to go through that.”
She earned a bachelor’s degree in physics with a concentration in fiberoptics, and then a full scholarship to UAB. She got the idea to use lasers to treat cancer without the side effects of chemo and radiation.

A few months ago, Green was awarded a $1.1 million grant to work on a technology that targets, images and treats cancer.  “I was completely overwhelmed with joy, with thanksgiving, humbled at the opportunity that a group of my peers thought that my work was worthy for such a grant,” she said. “This is a huge door opening. It outlines a path to take this treatment to clinical trial.”
