New Rules Adopted by the Los Angeles Police Commission Make Fewer Shootings by LAPD the Goal

The Los Angeles Police Commission voted Tuesday to require officers to try, whenever possible, to defuse tense encounters before firing their guns — a policy shift that marks a significant milestone in the board’s attempts to curb shootings by police.
The new rules formally incorporate a decades-old concept called “de-escalation” into the Los Angeles Police Department’s policy outlining how and when officers can use deadly force. As a result, officers can now be judged specifically on whether they did all they could to reduce tensions before resorting to their firearms.
Tuesday’s unanimous vote caps a 13-month effort by the Police Commission to revise the policy. Two sentences will be added to the department’s manual, the first of which tells officers they must try to de-escalate a situation — “whenever it is safe and reasonable to do so” — by taking more time to let it unfold, moving away from the person and trying to talk to him or her, and calling in other resources.Not everyone supported the new policy, however.
The American Civil Liberties Union sent the commission a letter before Tuesday’s meeting expressing concern the revisions did not go far enough to explicitly state that de-escalation would be considered when determining whether an officer’s use of force was reasonable. Without such language, the letter said, the ACLU urged commissioners to “refuse to accept the proposed revisions as complete.”
At Tuesday’s meeting, the commission’s inspector general said because commissioners can consider whether an officer’s actions before a shooting contributed to that shooting, the revisions do allow the panel to consider an officer’s de-escalation efforts — or lack of them — when deciding if a shooting was justified or not.
New training and directives from the LAPD reinforce the importance of de-escalation and the policy change, the inspector general, Alex Bustamante, added. John Singleton-Produced Documentary “L.A. Burning: The Riots 25 Years Later” to Air April 18 on A&E Network

A&E Network will mark the 25th anniversary of the Los Angeles riots next month with a two-hour documentary from filmmaker John Singleton. “L.A. Burning: The Riots 25 Years Later,” set to debut April 18, tells the story of the civil unrest that shook the nation from the perspective of those who lived through a week of upheaval following a jury’s acquittal of four Los Angeles Police Department officers charged in the 1991 beating of African-American motorist Rodney King.
King’s arrest and savage treatment at the hands of veteran LAPD officers was caught on videotape by a local resident who gave the incendiary footage to KTLA-TV Los Angeles. KTLA’s coverage and airing of the nine-minute recording depicting cops kicking and beating King with batons while he was lying on the ground set off a firestorm of outrage and protest over the LAPD’s treatment of minorities.
The incident coincided with the dawn of the 24/7 news cycle fueled by the growth of cable news and the spread of home video recording technology.Singleton, a native of Los Angeles, was fresh out of USC film school and had just launched his career as a movie director with 1991’s Oscar-nominated “Boyz n the Hood” when the riots erupted on April 29, 1992, the day acquittals of the four officers were handed down by a nearly all-white jury.
Five days of violence and unrest left at least 55 people dead, more than 2,000 injured and inflicted more than $1 billion in property damage.“I believe the 1992 L.A. uprising has never truly been given a voice until now,” Singleton said. “We’ve attempted to chronicle the untold stories and unique perspectives of people whose lives were profoundly affected by this event. As a native Los Angeleno I know the actions of that three-day event didn’t just appear out of thin air. The city was a powder keg boiling at the seams for many years under police brutality and economic hardship of people of color.”
Among those featured in the documentary are actor-activist Edward James Olmos, police officers, rioters, bystanders caught in the crossfire and reporters who covered the upheaval. “L.A. Burning” hails from Entertainment One and Creature Films. The doc is directed by One9 and Erik Parker.
“L.A. Burning” is one of several TV productions in the works to mark the anniversary of the violence that shook Los Angeles and the world. Filmmaker John Ridley is behind the two-hour ABC special “Let It Fall: Los Angeles 1982-1992,” set to air April 28.  On April 18, Showtime will air the documentary “Burn Mother—–r Burn!,” examining the history of racial tensions and rioting in Los Angeles.

Los Angeles City Council Approves $1.5 Million Settlement in Police Killing of Ezell Ford

The Los Angeles City Council agreed Wednesday to pay $1.5 million to settle a lawsuit filed by the family of Ezell Ford, whose 2014 killing by Los Angeles Police Department officers became a local touchstone in the national outcry over police shootings.The settlement comes two weeks after Dist. Atty. Jackie Lacey announced she would not criminally charge the two officers who shot Ford during a scuffle in his South L.A. neighborhood.
The Aug. 11, 2014 shooting of Ford, a 25-year-old black man, generated controversy almost immediately. More than two years later, local activists and others use his death as an example in their ongoing criticism over how officers interact with black and Latino residents. Many — including those with the Black Lives Matter movement — still describe the shooting as an unjust killing, continuing to chant Ford’s name along with others killed by police.
Ford, who had been diagnosed with schizophrenia and bipolar disorder, was walking near his South L.A. home when two officers assigned to an anti-gang unit tried to stop him. After Ford ignored officers’ commands, authorities said, Officer Sharlton Wampler tried to grab him. He later told investigators he thought the 25-year-old was trying to toss drugs. Authorities said Ford then knocked Wampler to the ground and tried to grab his gun during a scuffle, prompting both Wampler and his partner to shoot.
In a 28-page memo outlining their decision not to charge the officers, prosecutors said Ford’s DNA was found on Wampler’s holster, and bloodstains on the officer’s uniform and scuff marks on his utility belt suggested Ford was on top of him during the struggle. In 2015, the Police Commission concluded that Wampler violated LAPD policy when he fired at Ford. The board said it looked at the “totality of the circumstances” — not just the moment he fired — and faulted the officer’s decision to approach and physically contact Ford.

H.U.N.T. Movement: The Game, Snoop Dogg Lead March to LAPD Headquarters, Meet with Chief Charlie Beck

Rappers and Los Angeles-area natives the Game and Snoop Dogg led a unification march for men of color Friday morning to the Los Angeles Police Department’s graduation of its newest officers, hours after five Dallas police officers were shot and killed and seven others were wounded during a sniper attack.
About 6:30 a.m., the Game posted on his Instagram account a call for black, Mexican and men of all races to march to the Los Angeles Police Department’s headquarters to “make the Californian government & its law branches aware that from today forward, we will be UNIFIED as minorities & we will no longer allow them to hunt us or be hunted by us!!!”
He said women and children should stay away, “THIS IS OUR MISSION FOR THEM,” he wrote.
The Game, a Compton native whose legal name is Jayceon Terrell Taylor, said in his announcement the march had to be peaceful.
“Do not: bring any weapons or anything illegal. Do not come high or belligerent … We don’t need any HOT HEADS or anyone there for the wrong reasons… We will stand as we are, UNIFIED. I’m calling ALL GANGS, ALL RACES, ALL GROWN MEN affiliated or not & we will stand UNIFIED.”

Snoop Dogg, whose real name is Calvin Broadus, said organizers didn’t know there was an LAPD recruit graduation scheduled for Friday morning. The point of the march was to reintroduce the Police Department to members of the community it serves, he told reporters at the scene.

About 50 men joined the march to LAPD headquarters.
“The mission is to reintroduce our community to the LAPD… just to get some understanding and dialogue,” he said. “We’re the ones they’re going to be dealing with, we’re the ones that are going to be pulled over. … We’re here on peace.”
The group began planning the march before dawn, the Game said. Organizers spoke with marchers about their unifying, peaceful message so it couldn’t be misconstrued by police, and conversely, so they would listen when law enforcement responded.
“We don’t have to fear each other today,” he said.

The march came amid a growing discussion about law enforcement’s relationship with minorities and was preceded by three days of bloodshed.

Justin Cornwell Cast as Co-Lead in CBS's "Training Day" Pilot

Young Chicago actor Justin Cornwell has landed the co-lead opposite Bill Paxton in CBS’ drama pilot Training Day.

Written by Will Beall and directed by Danny Cannon, Training Day is a present-day reimagining of Antoine Fuqua’s acclaimed 2001 feature. Set 15 years after the film left off, the show centers on a bright, gung-ho, idealistic young African-American police officer, Kyle Craig (Cornwell), who is appointed to an elite squad of the LAPD where he is partnered with seasoned, morally ambiguous detective Frank Rourke (Paxton).
Cornwell’s Kyle is one of the good guys — an LAPD cop who is fearless in the face of terrible odds and driven to avenge the murder of his father, also a cop. Tapped to go undercover, Kyle is reassigned to the Special Investigation Section, where he’s supposed to take down rogue cop Rourke.
Cornwell, who started his acting career at the Chicago Shakespeare Theater, is a local actor who has done guest stints on two series that film in the Windy City —  Fox’s Empire and NBC’s Chicago P.D. He also had a small part in Spike Lee Chicago-themed movie Chi-Raq.

Los Angeles to Pay $24 Million to Two Men Imprisoned for Decades After Wrongful Murder Convictions

The Los Angeles City Council agreed Tuesday to pay more than $24 million to settle lawsuits from two men who alleged that investigations by dishonest Los Angeles Police Department (LAPD) detectives led to their wrongful murder convictions and caused them to spend decades behind bars.
Kash Delano Register, who won his freedom in 2013 after lawyers and students from Loyola Law School cast doubt on the testimony of a key prosecution witness, will receive $16.7 million — the largest settlement in an individual civil rights case in the city’s history, his attorneys said. Bruce Lisker, who was released from prison in 2009 after a Times investigation into his conviction, will get $7.6 million.
Though the cases were unrelated, both men contended that detectives ignored evidence of their innocence and fabricated evidence of their guilt.
City lawyers concerned about the police misconduct allegations recommended the settlements, saying in confidential memos to the City Council obtained by The Times that taking the cases to trial could be even more financially devastating.
“This is an extremely dangerous case,” city attorneys wrote of the Lisker case. And Register’s case was even “more problematic,” they said.
“Today’s action helps make amends for the many years these men will never get back, and for lives that will never be the same,” said Rob Wilcox, a spokesman for City Atty. Mike Feuer.
City Councilman Paul Krekorian, who heads the budget committee that weighs settlement payments, said the two cases were the “very unfortunate” result of police misconduct in the past, but did not reflect how the department operates today.  “It’s just regrettable that these two individuals spent the better part of their lives in prison as a result of the inadequacy of the investigations that happened back then,” Krekorian said.
Register, who has always maintained his innocence, spent 34 years in custody after being convicted of the 1979 armed robbery and murder of Jack Sasson, 78.  The case against Register was based on eyewitness testimony. No murder weapon was recovered and none of the fingerprints lifted at the West Los Angeles crime scene matched Register’s. Police seized a pair of his pants that had a speck of blood on them, but the blood type matched both Sasson’s and Register’s. Register’s girlfriend testified that he was with her at the time of the shooting.
A key prosecution witness in the case was Brenda Anderson, who told police she heard gunshots and saw Register sprinting away from the scene. She picked him out of a photo lineup, police said. But Anderson’s sisters said they told police that her account wasn’t true.

Dwayne Johnson Producing Scripted Drama "Boost Unit" for Fox

Dwayne “The Rock” Johnson is off to a busy 2016. One week after announcing his return to WrestleMania, the pro wrestler-turned-actor/producer announced a new scripted series he’s developing through his Seven Bucks Productions company.

Fox has ordered a script for “Boost Unit,” a cop drama revolving around the newest recruit of the LAPD’s Auto Theft Task Force, who’s a notorious getaway driver with a hidden past. Described as a high-octane, action-packed hour, the project is said to capture Johnson’s trademark edge and humor, along with the turbo-charged speed of the “Fast and the Furious” franchise, in which Johnson has famously starred.
The project hails from Seven Bucks Prods. and Imperative Entertainment, and will be written by Jonny Umansky and Zach Hyatt. Seven Bucks was co-founded by Johnson and Dany Garcia. The duo will serve as executive producers with Umansky and Hyatt.
Johnson announced the script deal on social media on Tuesday — a news-breaking method that’s now become typical for the star who’s uber plugged into his fans with nearly 40 million followers on his Instagram account and more than 100 million across all of his social platforms. Just yesterday, he announced Kelly Rohrbach‘s casting in the upcoming “Baywatch” flick by way of posting a humorous video, which went viral.
In a statement, Johnson said, “We’re bringing to life the high stakes street pursuits and grueling work of this very specialized elite task force and we’re excited to partner with Imperative Entertainment to combine an epic mix of gripping action and sophisticated storytelling.” Garcia added, “This is a powerful partnership with Imperative. We couldn’t be more excited to work together in a world that we know and love – fast cars, high stakes and iconic characters.”
Tim Kring, co-founder of Imperative and creator of “Heroes,” commented: “Rarely do you hear a pitch that checks all the boxes and feels so immediately commercial, new and timely. We couldn’t be more thrilled to be involved with Seven Bucks Productions on ‘Boost Unit.”
“It’s not often a project comes together so perfectly. Seven Bucks and Imperative have already proven to be invaluable assets,” Umansky said, to which Hyatt added, “With both of them riding shotgun, we couldn’t be more excited to get ‘Boost Unit’ moving and shine a light on such a badass division of the LAPD.”
“Boost Unit” marks the first joint production between Seven Bucks and Imperative. For Seven Bucks, it marks yet another project in the works as of late, following the company’s unscripted marching band series “Hard Corps” getting the greenlight at Fuse.
For Johnson,“Boost Unit” only amps up his busy slate, as the multi-hyphenate is currently filming “Ballers,” which will be returning to HBO with a second season, in addition to the “Baywatch” movie revival, which is among his many projects coming up.

Antoine Fuqua and Jerry Bruckheimer Team to Bring "Training Day" TV Series to CBS

According to Variety.com, CBS is producing a pilot based on the 2001 movie “Training Day,” which starred Denzel Washington and Ethan Hawke, and for which Washington won an Academy Award for Best Actor.  The television adaptation is set in the present-day Los Angeles Police Department, with the series picking up 15 years after the events of the Warner Bros. Pictures and Village Roadshow Pictures film.
The original “Training Day” movie director Antoine Fuqua is attached as director and executive producer for the series, and has teamed up with producer Jerry Bruckheimer  for the reboot.  Will Beall (“Gangster Squad,” “Castle”), a former LAPD detective, will write the pilot script, also serving as an executive producer.
“Training Day” followed a rookie cop (played by Hawke) who was paired with a rogue detective (Washington) on his first day on the job as a Los Angeles narcotics officer.
The television project will be produced by Jerry Bruckheimer Television, Fuqua Films and Warner Bros. TV for CBS.

LAPD Officer Mary O'Callaghan Gets 36 Months in Jail for Assault Caught on Video

Mary O’Callaghan‘s sentencing comes amid intense scrutiny and criticism nationwide of police use of force. The last 20 months of her sentence were suspended, meaning she’ll likely spend a little more than a year in county jail.

In the video, which can be seen by clicking here, O’Callaghan jabbed at Thomas’ throat with an open hand and threatened to kick her in the crotch. O’Callaghan then raised her boot and struck Thomas, whose body shook in response.
The recording captured Thomas — who asked officers for an ambulance more than 30 minutes before one was called — breathing heavily and repeatedly saying, “I can’t.”
A few minutes later, Thomas, a 35-year-old mother, lost consciousness. She later died.
A video from a dashboard camera in a different patrol car — also played during the trial — showed O’Callaghan smoking a cigarette as she peeked inside the car at Thomas, whose legs were tied with a nylon hobble restraint.
“That ain’t a good sign,” O’Callaghan said out loud in the video.

Los Angeles Police Commission Votes 3-1 to Approve Policy on LAPD Body Cameras

The Los Angeles Police Commission voted Tuesday to approve a policy for equipping officers with body cameras, moving the LAPD a step closer to becoming the nation’s largest law enforcement agency to adopt the widespread use of the devices.
The 3-1 vote occurred after a sometimes-heated discussion over whether officers should be allowed to review video from the cameras before writing reports or giving statements to investigators following serious force incidents.
Civil libertarians opposed allowing officers to review the footage, though LAPD officials said investigators may prevent officers from looking at the video following force incidents that might result in a criminal investigation of the officers.
