To help small businesses in the Baltimore area, Mayor Stephanie Rawlings-Blake is launching a micro-loan fund to assist owners in hiring and stabilizing their businesses. The program, named BaltimoreMICRO, will enable small businesses with under $1 million in annual revenue to apply for loans that range in amounts from $5,000 to $30,000. To be eligible for the BaltimoreMICRO program, businesses must be based in Baltimore City. The owner of the business must also have a personal credit score of 650 or higher.
“[Small businesses] bring residents together and create a buzz that attracts people from throughout the region,” Rawlings-Blake said in a statement. “We want that to happen in more of Baltimore’s neighborhoods, and we must do what we can to support that. Baltimore’s neighborhoods that have experienced growth and revival in the past few years are known not only for their unique homes and character, but also for their small businesses, including stores and restaurants.”
Earlier this month, the Anglican Church of Southern Africa consecrated its first woman bishop in Africa.
Ellinah Wamukoya, 61, will serve as the church’s bishop in the small, conservative kingdom of Swaziland.
Her consecration comes as the Church of England is due to vote on whether to allow women to become bishops.
“We have taken this step, and we wish the Church of England ‘God speed’ as they deliberate this week,” Cape Town’s Anglican archbishop said.

Fore presents twenty-nine emerging artists of African descent who live and work across the United States. Born between 1971 and 1987, the artists inFore work in diverse media, often blending artistic practices in new and innovative ways. While some artists create large-scale oil paintings, others draw on top of photographs, or combine sculpture and two-dimensional work. More than half of the works in Fore have never been exhibited publicly; some are site-specific and react directly to the Harlem neighborhood and its social landscape.
Fore is the fourth in a series of emerging artist exhibitions presented by the Studio Museum, following Freestyle (2001), Frequency (2005–06) andFlow (2008). This exhibition traces the development of artistic ideas sinceFlow, taking into account social, political and cultural conditions in the United States. Whether gathering and assembling everyday objects, referencing urban architecture and economies, or using film and video to mirror the transmission and reception of information through social media, the artists in Fore emphasize that contemporary art is deeply tied to its location, time and historical context. This exhibition investigates questions at the core of the Studio Museum’s mission, exploring art’s relationship to U.S. and global communities.
perFOREmance, two three-day performance presentations in December 2012 and February 2013, provides a platform for the new and commissioned performances in Fore.
Organized by Lauren Haynes, Naima J. Keith and Thomas J. Lax, Assistant Curators at the Studio Museum, Fore continues the Studio Museum’s mission as the nexus for artists of African descent, locally, nationally and internationally, and for work inspired by black culture.

LONDON (AP) — Serena Williams has been named the Women’s Tennis Ass0ciation’s Player of the Year after winning major titles at Wimbledon and the U.S. Open, and claiming gold at the London Olympics. Williams, who has won 15 Grand Slam singles titles and four Olympic gold medals, was 48-2 over the final seven months of the season.
It is the fourth time Williams has won the award, which is voted on by international tennis media. She also was named WTA Player of the Year in 2002, 2008 and 2009. Only Steffi Graf (eight times) and Martina Navratilova (seven times) have won the award more than Williams.
“America’s Got Talent” host and “Drumline” star Nick Cannon has just signed a first-look deal with NBC under his NCredible Entertainment banner, according to Deadline.com. Cannon and producing partner Michael Goldman will develop scripted and unscripted programming for the network in addition to Cannon re-upping to return as host of “AGT” next summer.
In addition to Cannon’s long-time collaboration with Nickelodeon, his company is also producing “Incredible Crew” for the Cartoon Network, a live-action sketch comedy series created by Cannon.

SANTA CLARA, Calif. (AP) — Colin Kaepernick will start at quarterback for the San Francisco 49ers on Sunday at St. Louis. Coach Jim Harbaugh made the announcement Wednesday that Kaepernick would go over Alex Smith after the second-year pro led the NFC West-leading Niners (8-2-1) to victories in the past two games, his first two NFL starts.
He says, “Colin we believe has the hot hand.”
Kaepernick has completed 48 of 74 passes for 680 yards and three touchdowns with one interception and was sacked six times. He has a 102.3 passer rating.
Smith, the 2005 No. 1 overall draft pick, hardly looked happy on the sideline during Sunday’s win over the Saints after being medically cleared from a concussion suffered in the first half of a 24-24 tie against St. Louis on Nov. 11.
Is Prince coming back around to the Internet? Five years ago, he went on a crusade against YouTube, threatening lawsuits against that site and others that made his copyrighted material available without permission. In 2008, he made sure every recording of his cover of Radiohead’s “Creep” was taken down from YouTube—even afterRadiohead asked that the recordings be put back up. In 2010, he declared the Internet “completely over,” like MTV.
But now he’s got a new music video, his first in a few years, and he’s put up an official version of it—on YouTube. Whatever the man’s feelings about online communication, he sounds great. The song is called “Rock and Roll Love Affair.” No word yet on whether a new album is imminent. Watch below:
In Oklahoma, two judges have made history by becoming the first African-Americans to head up two of the state’s highest courts.
Tom Colbert is set to become chief justice of the nine-member Oklahoma Supreme Court. Meanwhile, Colbert’s law school classmate, David B. Lewis, is poised to become presiding judge of the five-member Oklahoma Court of Criminal Appeals.
The Tulsa World describes what both men have in common:
Both men were raised by single mothers, are former prosecutors and worked in private practice.
Both are runners – Colbert is a sprinter, while Lewis runs for distance.
And former Gov. Brad Henry appointed both as the first blacks to hold a post on their respective appeals courts.
Colbert says he owes his success to those who came before him and paved the way for him.
The chief justice will be in charge of overseeing district courts in Oklahoma’s 77 counties. But as far as Colbert is concerned, his job doesn’t stop there. He’s looking forward to mentoring kids so that he can pass on some of what he’s learned on his road to success.
Colbert also offered a bit of advice, saying, ”There are great opportunities out there if you believe in yourself and try to stay on the right path,” he said. Lewis said that he happy with his achievements, but went on to say that it is important for people to understand that success doesn’t happen overnight.
Olympic gold medallists Usain Bolt and Allyson Felix have won the male and female athlete of the year awards. Both athletes were honored by the International Association of Athletics Federation (IAAF) at a ceremony in Barcelona on Saturday. Jamaican Bolt, who retained his 100m and 200m titles in the London Olympics, is the first man to win the award four times Felix won three gold medals and claimed the award ahead of Britain’s Jessica Ennis, who was on the shortlist.
