Justice Department Finds Pattern of Police Bias and Excessive Force in Ferguson

WASHINGTON — Police officers in Ferguson, Mo., have routinely violated the constitutional rights of the city’s black residents, the Justice Department has concluded in a scathing report that accuses the officers of using excessive force and making unjustified traffic stops for years.

The Justice Department, which opened its investigation after a white Ferguson police officer shot and killed a black teenager last summer, says the discrimination was fueled in part by racial stereotypes held by city officials. Investigators say the officials made racist jokes about blacks on their city email accounts.

Ferguson is a largely black city with a government and a police force that are mostly white. After the shooting of the teenager, Michael Brown, the city erupted in angry, sometimes violent protests and looting. Since then, Ferguson has been at the center of a national debate over race and policing that has drawn in President Obama, Attorney General Eric H. Holder Jr. and the F.B.I. director, James B. Comey.

The report’s findings were summarized by a federal law enforcement official. The full report is expected to be released on Wednesday. A separate report is expected to clear the officer, Darren Wilson, of any civil rights violations in the shooting of Mr. Brown.

Ferguson officials now face the choice of either negotiating a settlement with the Justice Department or potentially being sued by it on charges of violating the Constitution.

In compiling the report, federal investigators conducted hundreds of interviews, reviewed 35,000 pages of police records and analyzed race data compiled for every police stop. They concluded that, over the past two years, African-Americans — who make up about two-thirds of the city’s population — accounted for 85 percent of traffic stops, 90 percent of citations, 93 percent of arrests and 88 percent of cases in which the police used force.

Black motorists were twice as likely as whites to be searched but were less likely to be found in possession of contraband such as drugs or guns.

The findings reinforce what the city’s African-American residents have been saying publicly for the past year: that years of discrimination and mistrust created the volatile environment that erupted after Mr. Brown’s shooting.

USPS Honors Architect Robert Robinson Taylor With Stamp

Screen Shot 2015-02-13 at 11.00.31 AMSince 1940, the United States Postal Service has paid homage to the countless achievements made by African-American men and women through stamps that immortalize those individuals who had an impact on this country’s history.

Now Robert Robinson Taylor (pictured), the first academically trained black architect in the U.S. and, coincidentally, the great-grandfather of Valerie Jarrett, Senior Advisor to President Barack Obama, was honored on USPS’ 38th Black Heritage stamp, issued yesterday, February 12.
Taylor was born in Wilmington, N.C. 1868 to a middle-class family.  Taylor’s grandfather was a white slave owner, who freed his son, Henry Taylor, in 1847. Robert’s mother was descended from free blacks since before the Civil War. Upon graduating high school, Taylor worked for his father a bit but then attended the prestigious Massachusetts Institute of Technology (MIT) where prejudice awaited him and the other handful of blacks who dared to attend.

During his four years at MIT, Taylor worked hard and managed to maintain an above average grade point average. He went on to graduate from MIT in 1892 becoming the first black person to receive a degree from the university.
Upon graduating MIT, Taylor married his wife, Nellie and landed a job at Tuskegee as an architect and educator through a close relationship he forged with Booker T. Washington. Taylor designed most of the university’s buildings built before 1932.  He retired from his university posts in 1935.
Taylor collapsed and passed away in 1942 while attending a service at the Tuskegee chapel which he had designed.
Last year the USPS honored the meritorious works of such African-American greats as Shirley Chisholm, Ralph Ellison, Jimi Hendrix, C. Alfred “Chief” Anderson, Edna Lewis and Wilt Chamberlain through stamps.

Obama To Visit Selma in March for 50th Anniversary of Voting Rights Marches

President Barack Obama will visit Selma, Ala., to commemorate the 50th anniversary of historic marches led by civil activists fighting against segregation and seeking to secure African Americans’ right to vote, according to Reuters.
A White House official said Tuesday that the president will make the visit on March 7 as part of his administration’s efforts to highlight the Voting Rights Act of 1965, the report says. Also according to Reuters:

The law, signed by President Lyndon B. Johnson 50 years ago this August, banned literacy tests and other tactics used in the U.S. South to block racial minorities from voting. The White House official said more details of Obama’s trip would be announced later.
The 1965 marches from Selma to Alabama’s capital of Montgomery were organized by civil rights leaders including Martin Luther King Jr. to draw national attention to the disenfranchisement of Black voters.
Alabama state troopers tried to stop the protests by attacking the marchers with tear gas and clubs. The violent media images from the marches shocked the nation and eventually spurred the Congress to pass the voting rights legislation.

The marches in 1965 are receiving renewed attention this year after the recent release of the movie, “Selma,” which highlights the campaign leading up to the historic march. On Friday, President Obama hosted a screening of the movie at the White House. Among others, Oprah Winfrey, who produced and had a role in the film, was invited.

President Obama to Host "Selma" Screening at White House

The movie “Selma” may have scored only two Oscar nominations, but today it will attain  a special distinction as it is screened at the White House in an event hosted by President Obama.
“Selma” will become the latest in a line of Oscar contenders such as last year’s “Mandela: Long Walk to Freedom” and 2012’s “Lincoln” and “Beasts of the Southern Wild” to be shown in the White House.
Cast and crew from the movie “Selma” are expected to attend.
On Thursday, “Selma” was nominated for picture and for song, but the failure of the movie to draw nominations in other categories generated strong reactions on Twitter, where critics blasted the Academy of Motion Picture Arts & Sciences for an all-white list of acting nominees.
A White House screening can add a certain prestige value to a movie, perhaps even elevating its attention in the eyes of Academy voters, but the decision rests with Obama and First Lady Michelle Obama on whether to publicly reveal their film choices.
They have tended to do so when the projects have strong social or historical themes, as will be the case with the “Selma” screening just before the Martin Luther King Jr. holiday on Monday. In cases with movies like “Lincoln,” the White House has released photos from the event, and “Beasts of the Southern Wild” was screened to high school students at the White House, followed by a film workshop featuring cast and crew.
Many of the Obamas’ movie choices, however, are not disclosed, as the 40-seat White House Family Theater is considered part of their private family quarters.
Presidential movie choices through the years have been tinged with controversy and curiosity. The first movie screened at the White House was in 1915, when Woodrow Wilson hosted a showing of “Birth of a Nation.” Richard Nixon was so obsessed with “Patton” that he had to deny years later that the movie affected his decisionmaking. An X-rated movie has even screened there — “Midnight Cowboy,” screened by Jimmy Carter.
The Obamas also have screened “Slumdog Millionaire,” “Julie & Julia” and “He’s Just Not That Into You.”

Obama Fights Again to Get Paid Sick and Family Leave for More Workers

BALTIMORE (AP) — President Barack Obama launched a fresh push Thursday to bring paid sick and family leave to working parents and other private-sector employees as the White House unveiled proposals that could benefit tens of millions of people. Most require action by the Republican-controlled Congress.
“Forty-three million Americans do not get paid sick leave,” Obama said after a lunchtime discussion about juggling work and family with a group of women at a Baltimore cafe that offers paid sick leave to its small workforce. “It’s a pretty astonishing statistic.”
Obama said the issue transcends demographics and geography, but “the good news is that we can really do something about it.”
The White House said Obama will push the issue anew in the State of the Union address he delivers Tuesday night to a joint session of Congress.
Obama wants Congress, states and cities to pass measures to let workers earn up to a week of paid sick time a year. He’ll also ask for more than $2 billion to encourage states to create paid family and medical leave programs.
Obama also will propose that Congress pass legislation giving federal workers an additional six weeks of paid parental leave.
Before traveling to Maryland, he directed federal agencies to advance six weeks of paid sick leave that federal workers could use as paid family leave. The leave would have to be paid back over time.
The White House said details on how Obama would raise the $2 billion will be released next month.

Obama Proposes Free Community College Program For All

The White House on Thursday announced a proposal that President Barack Obama said would make community college “free for everybody who is willing to work for it.” But administration officials provided no details about the program’s costs or where the money would come to pay for it.
Obama planned to formally announce the plan Friday at Pellissippi State Community College in Knoxville, Tennessee. He gave a preview in a videotaped message shot aboard Air Force One and posted on Facebook.
“It’s not just for kids,” Obama said. “We also have to make sure that everybody has the opportunity to constantly train themselves for better jobs, better wages, better benefits.”
Obama provided few specifics, and White House and Education Department officials on a conference call with reporters Thursday evening said the funding details would come out later with the president’s budget.
The White House did say that if all states participated, that nine million students could benefit ? saving on average $3,800 in tuition per year for a full-time student. That means the program could cost in the billions of dollars. In a Republican-led Congress, the proposal likely faces a tough legislative fight to be passed.
Under the proposal, participating students would be expected to maintain a modest grade point average and participating schools would have to meet certain academic requirements. States would opt in to the program and put up a fraction of the funding.
“Put simply, what I’d like to do is to see the first two years of community college free for everybody who is willing to work for it,” the president said.
David Baime, vice president for government relations at the American Association of Community Colleges, called the plan an “extraordinary” investment. He said the essence of the proposal is to reduce the cost of attending community college and “that is a concept that we heartily endorse.”
Last year, Tennessee Gov. Bill Haslam signed into law a scholarship program using lottery funding that provides free community and technical college tuition for two years to the state’s high school graduates.
The scholarship program faced opposition in Tennessee from some of the state’s private colleges and legislators concerned that the program could potentially divert students and scholarship dollars from four-year schools. Haslam has said the program will increase the pool of students going to college.
The White House said its proposal was inspired by the Tennessee plan and another similar program in Chicago.

President Obama Signs Law That Increases Opportunities for Women's Businesses

President Obama has signed a law that seeks to level the playing field for women-owned businesses seeking federal contracts.

The National Defense Authorization Act for fiscal year 2015, Section 825, authorizes federal agencies to award sole-source contracts to women-owned small businesses eligible for the Woman-Owned Small Business (WOSB) Federal Contract Program, giving women the same level of access to the federal contracting marketplace as other disadvantaged groups.

This is a critical move that will now allow women-owned small businesses to earn their fair share of the federal marketplace and gain economic opportunities, notes Administrator of the U.S. Small Business Administration, Maria Contreras-Sweet.  “Women entrepreneurs are growing at an unprecedented rate.  More than one in four U.S. companies is owned or led by a woman, and these firms employ more than 7.8 million Americans. Passage of the women’s small business provision in NDAA is a win for women entrepreneurs and a win for America. This will help women-owned small businesses gain equal access to federal contracting as they add jobs to the U.S. economy. A big thank you to the leaders of the Senate and House Small Business and Armed Services Committees for helping make this a reality,” said Contreras-Sweet in a statement.
In July, Administrator Contreras-Sweet testified before the U.S. Senate Committee on Small Business and Entrepreneurship that federal agencies needed this tool to level the playing field for women-owned businesses. Many of the committee members shared the sentiment, and the SBA worked with Congress and key small business stakeholders to include this provision.
Currently, women entrepreneurs are receiving less than five percent of federal contracts. While Congress established the WOSB Federal Contract program in legislation passed in 2000, it was not implemented. From President Obama’s first day in office, providing economic opportunity to women has been a top priority and the steps to enact the program were put in motion, which was implemented in April 2011.
This new provision will give the SBA a new tool to continue to open doors for more women entrepreneurs in the federal and commercial contract space. SBA’s efforts include aggressively promoting the Women-Owned Small Business Contract Program, which aims to expand federal contracting opportunities for women-owned small businesses.

Black Captain America Leading Comic Book Diversity

WASHINGTON (AP) — For decades, comic books have been in color, but now they truly reflect all the hues of American society.
The new Captain America is black. A Superman who is suspiciously similar to President Barack Obama recently headlined a comic book. Thor is a woman, Spider-Man is part-Puerto Rican and Ms. Marvel is Muslim.
Mainstream comic book superheroes — America’s modern mythology — have been redrawn from the stereotypical brown-haired, blue-eyed white male into a world of multicolored, multireligious and multigendered crusaders to reflect a greater diversity in their audience.

Society has changed, so superheroes have to as well, said Axel Alonso, editor in chief at Marvel Comics, who in November debuted Captain America No. 1 with Samuel Wilson, the first African American superhero taking over Captain America’s red, white and blue uniform and shield.

“Roles in society aren’t what they used to be. There’s far more diversity,” said Alonso, who has also shepherded a gay wedding in the X-Men, a gender change from male to female in Thor and the first mainstream female Muslim hero in Ms. Marvel.
The change to a black Captain America is already having an impact outside of comics.

Gallup Poll Reveals President Obama, Hillary Clinton Are Most Admired Americans

President Barack Obama is the man Americans say they admire most, while Hillary Clinton is the woman living anywhere in the world whom they admire most, according to Gallup poll results released Monday.
Obama, who recently completed two years into his second-term in office, has been the most admired man for each of the last seven years, beginning in 2008, the year he was first elected president. The renewed vote of confidence couldn’t come at a better time. The president has suffered a number of political setbacks this year, including stunning midterm election losses by Democrats across the country. The second most admired man is Pope FrancisBill Clinton is third; the Rev. Billy Graham is fourth; and George W. Bush is fifth.
Hillary Clinton, who is believed to be gearing up to run again for president, has held the top women’s spot in each of the last 13 years and 17 of the last 18, with that streak interrupted only by first lady Laura Bush in 2001 after the 9/11 terror attacks, the report says. Clinton is in good company. Oprah Winfrey is ranked second; Malala Yousafzai, the activist for women’s education in Pakistan and the youngest- ever Nobel Prize laureate is third; Condoleezza Rice is fourth and first lady Michelle Obama is fifth.
The Gallup poll results are based on telephone interviews conducted Dec. 8-11, 2014, with a random sample of 805 adults, aged 18 and older, living in all 50 U.S. states and the District of Columbia, the report says. For results based on the total sample of national adults, the margin of sampling error is plus or minus four percentage points at a 95 percent confidence level, according to the report.
