HONOLULU (AP) — President Barack Obama has signed a bill that boosts taxes on the wealthiest Americans, while preserving tax cuts for most American households.
The bill, which averts a looming fiscal cliff that had threatened to plunge the nation back into recession, also extends expiring jobless benefits, prevents cuts in Medicare reimbursements to doctors and delays for two months billions of dollars in across-the-board spending cuts in defense and domestic programs.
The Republican-run House approved the measure by a 257-167 vote late Tuesday, nearly 24 hours after the Democratic-led Senate passed it 89-8. Obama, who is vacationing in Hawaii, signed the bill using an autopen, a mechanical device that copies his signature.

Negotiators have come to an agreement on the so-called “fiscal cliff” – and with less than three hours to spare, CBS News has confirmed.
Vice President Joe Biden traveled to Capitol Hill to brief Senate Democrats on the details of the deal; both Senate Majority Leader Harry Reid, D-Nev., and House Minority Leader Nancy Pelosi, D-Calif., have signed off on the agreement, White House and congressional sources told CBS News’ Chief White House Correspondent Major Garrett.

As the largest racial minority group in the United States, the influence of African-Americans on the nation’s culture is pervasive. With a collective buying power estimated to reach $1.1 trillion by 2015, Black consumers remain at the forefront of social trends and media consumption, according to the new African-Americans: Still Vital, Still Growing 2012 Report—the second installment to The State of the African-American Consumer Report released last year, a collaboration with Nielsen and the National Newspaper Publishers Association (NNPA).
Nielsen has identified several factors that make the African-American consumer segment so uniquely diverse. Dynamic influencing factors–such as technology, social media and online connectivity– enable the Black consumer segment to leverage its collective power and influence. This segment, with its tremendous potential, holds a wealth of opportunities for businesses and advertisers, which makes understanding the Black consumer a critical need.
